Recordkeeping and Reporting Requirements

The Northern Nevada Public Health, Air Quality Management Division (AQMD), will begin implementing the new District Board of Health (DBOH) Regulations Governing Air Quality Management CHAPTER 030 - Source Permitting and Operation on January 1, 2025. With the implementation of the new regulations comes some process changes. The AQMD encourages all permitted sources to stay informed of any potential impacts by subscribing to our email list.

An important change is that the AQMD will no longer require permitted sources to submit records of production/throughput on an annual basis. With that said, the AQMD may require your facility to submit production and emissions data for a specified calendar year for inventory purposes. Required data may include, but is not limited to, throughput, production, fuel consumption, hours of operation, emissions, emissions factors, and calculations used to determine reported emissions from each permitted emissions unit for the previous calendar year. If requested, these reports shall be submitted to the AQMD for all emissions units/systems specified in the Permit to Operate, and the complete report must be submitted to the AQMD no later than March 31 for the preceding calendar year. While reporting is no longer required on an annual basis, permitted facilities are still required to maintain records of all throughput and emissions data for any equipment or process for which the permit is issued. Facilities operating add-on control equipment shall maintain records sufficient to legally demonstrate that the equipment has operated in compliance with all applicable Federal, State, and AQMD regulations. Facilities shall also record any times or occasions when the emissions control equipment was not in operation due to equipment failure, maintenance, or any other reason. (DBOH 030.040.B.11)

Annual permit maintenance fees will no longer be based on the actual throughput reported by the facility, and will instead be based on the "Allowable Emissions" of the facility. Allowable Emissions have been determined by the AQMD based on historical Annual Emissions Reporting. The Allowable Emissions may change upon further information being discovered about the facility's equipment and process(es), which may occur during the renewal or modification application process.
