Cottage Food Operations

In 2025, Nevada lawmakers approved Assembly Bill 352 (AB352), which expands rules for cottage foods, cottage cosmetics, and craft foods. These changes don’t start right away — they go into effect in July 2027. Over the next two years, the Nevada Department of Agriculture will create new regulations to support the law. Once the rules are ready, they’ll begin overseeing these programs statewide starting in July 2027.
Here’s what this means until then:
  • Cottage Foods: The current law is still in place. If you’re in Washoe County, Northern Nevada Public Health will continue to handle cottage food registrations through July 2027. You can read more about the current law below or check out the FAQ page.
  • Cottage Cosmetics: Registration for these products won’t be required until July 2027.
  • Craft Foods: These continue to fall under the Nevada Department of Agriculture until the new law takes effect.

A "cottage food operation," as defined by Nevada Revised Statutes Chapter 446; Senate Bill 206, means a natural person who manufactures or prepares food items in a non-food establishment setting for sale to a natural person.

In Washoe County, such operations are required to register with Northern Nevada Public Health (NNPH). Applications must be submitted online at onenv.us. Once application has been submitted, reviewed and paid for, you will recieved additional communications from a NNPH staff member with next steps in order to be approved. Farm-to-Fork Events

A "farm-to-fork," as defined by Nevada Revised Statutes Chapter 446; Assembly Bill 200, allows farms to hold farm-to-fork events in certain circumstances without being considered a food establishment for purposes of inspections by the health authority.

In Washoe County, such farms are required to register with the local health authority. Applications must be submitted online at onenv.us. Once approved, NNPH will provide a letter verifying approval. Craft Foods

Northern Nevada Public Health (NNPH) does not permit craft food operations. If you are interested in making, selling or distributing craft foods in Washoe County, please contact the Nevada Department of Agriculture for additional permitting information.
